What platform are you running Path of Building on?

Windows

How is Path of Building expected to behave?

I'd expect to be able to scroll to the actual end of the items list.

Cut off.

The scroll bar behaviour is also strange as it doesn't go to the end. Scrolling down also doesn't seem to work.

Mostly a problem in expanded mode. Not a problem in pob1 for some reason

Research direction

Start by opening the Compare tab in expanded mode on Windows and inspect how the items list calculates its scrollable height and scrollbar range; no source file or test is named in the report. Done means the list can be scrolled to its actual final item and the scrollbar reaches the end, matching the expected behavior described for PoE2.
