The "problem" is if a server owner wants to change 1 or a few environmental attributes, they have to create a datapack.
Some people find this overwhelming, annoying, etc.
Describe the solution you'd like.
I would like to see an option in the world config files to change environment attributes.

Datapacks are the only alternative I know of. But a config option could make this easier.
