Description

Is your feature request related to a problem?

Yes/no.
The "problem" is if a server owner wants to change 1 or a few environmental attributes, they have to create a datapack.
Some people find this overwhelming, annoying, etc.

Describe the solution you'd like.

I would like to see an option in the world config files to change environment attributes.

Describe alternatives you've considered.

Datapacks are the only alternative I know of. But a config option could make this easier.

Research direction

No file or test is named. Start by reviewing how Paper handles world configuration and compare the requested attributes with the Environment_attribute reference; the scope must be clarified before implementation. Done should mean that the selected environment attributes can be changed through world configuration without requiring a datapack.
