Description

Expected behavior

Using a datapack that allows one tall versions of two tall plants to be planted (using the /setblock command), on vanilla Minecraft, the one tall plant is placed when crouching and right clicking the ground and item is consumed. if it's the first time planted then an achievement pops up to confirm the plant is planted. I used lilac and roses for testing but the behaviour is the same for all two high plants.

Observed/Actual behavior

When using paperMC doing the above crouch and right click, a bonemeal particle is seen and the item is consumed with the achievement registering if it's the first time, but the plant is not planted and the item vanishes.

Steps/models to reproduce

This was first detected on my server running paper 1.21.1. I then tested in a clean minecraft vanilla single player world and got the expected behaviour. I then ran a burner server and eliminated all plugins and tested again - still the same issue. Did the same and removed all other datapacks, same behaviour. I then ran a clean paper 1.21.1 install with just the datapack and default config and got the same behaviour.

I also tested on a spigot 1.21.1 server and both Spigot and Paper running the latest versions of 1.21.3. The behaviour is the same.
