Description
I'm not sure the caching of the docker images is well done.
In particular, the rcp image seems not to have its layers cached.
Also we could cache the apt repository using -o dir::cache::archives=apt-cache.

Research direction
Start by locating the repository's CI configuration and Docker build steps, then inspect how the rcp image layers are cached. Check whether the apt archive cache can be enabled with the suggested option, and verify that subsequent CI builds reuse both image layers and apt packages.
