Description
Add additional functionality to Plurality Institute's automatic cohort transfer. TODO(@vivtsai ): Add notes here.
Additional considerations:
- MVP: Transfer feature w/ min number of people for viability
- Additional points: current implementation requires IDs for stages / questions (not surfaced in front-end)
E.g., what happens if a participant declines an auto-transfer? Should we try to fill that cohort?
