Division Area features should have topology rules

Division Area features should tile the plane. See my screen capture, the blue dots are places points and I used two division area features to spatially filter the data I extracted. This is a very common requirement. However division area feature with id 0850704bbfffffff0156acb0d5ab4971 (London) has an interior void which should be filled by the division area feature with id 085072247fffffff01470c0b730e9c7f (City Of London), but it isn't. See the resulting gaps around Fleet St, Beech St and Fenchurch St.
