Description
When using upgrades.upgradeProxy() with call param, I can run reinitialization via upgradeToAndCall() method from the contract. I think it would be great if Defender support this feature with defender.proposeUpgrade().

Research direction
Start by tracing the defender.proposeUpgrade() entry point and compare it with upgrades.upgradeProxy() when the call parameter is provided. Done means Defender can propose an upgrade that includes the reinitialization call through the contract’s upgradeToAndCall() flow; the issue does not name specific files or tests.
