Running ovpncli with mingw build fails

Description
When having compiled the ovpncli with mingw following the guidelines (https://github.com/OpenVPN/openvpn3?tab=readme-ov-file#building-with-mingw), I get the following issue when trying to run it on Windows as admin:
Changing the build target to ovpncliagent and running it as admin results in the same issue.
Can anybody please provide me with some guideline how to fix this?
