Description

p/s: with openvpn version 2.x, I use the remap-usr1 optione to remap signal SIGUSR1 to SIGTERM and stop client reconnects.

Research direction

Start by examining how the OpenVPN 3 client handles reconnects after another device connects with the same profile, and compare that behavior with the OpenVPN 2.x remap-usr1 option mentioned in the issue. Done means the client has a clear, supported way to stop reconnecting in this situation, with the behavior verified by an appropriate test.
