Research direction

Start with the OpenVPNMSICA error tap_create_adapter 536870397, the linked forum thread, and the installer behavior on Windows 11 Home with OpenVPN 2.6.1. Reproduce the installation failure and determine why TAP and Wintun are not installed; done means the installer finishes with both necessary drivers installed.
