[Bug]: Cursor snaps to bottom right of screen

Version of OpenTTD
Version 15.3 & Beta 16.0 Windows 11
Expected result
Expected to be able to pan the map using my mouse and be able to zoom in and out uninterrupted.
Actual result
Mouse every few seconds will snap to the bottom right corner and jitter and flicker making me unable to use/move the mouse. stops after a few seconds before happening again. tried moving between windowed and fullscreen mode disabling mouse pointer precision & steam overlays and only occurs while playing openttd.
Steps to reproduce
open openttd and load into or create any vanilla game and use a bluetooth mouse to pan and zoom across the map. Using the mouse for a few seconds will then cause the cursor to snap.
