Description

Current behavior
The mandate check page is currently always visible in the sub menu structure in the participant page. Despite it is not always useful to have it.

Wanted behavior
Add a new setting which makes it possible to activate/deactivate the mandate check page.
New setting should be in > Settings > Participants > General > Activate mandat check page. Per default it should be deactivated.

Additional context
The general aim is to reduce complexity of the software and provide only menus which are needed.
