Description
Current behavior
Currently attachments for motions, topics or elections needs to be uploaded to visible as attachments. In some cases it is not necessary and unwanted to upload a specific file, becuase the file is available somewhere else. A simple reference would be enough.
Wanted behavior
Add an URL option to the attachments option for content elements of topic, motions and elections, which links the file directly without uploading it.
The linked URLs should be displayed with a paperclip in titles.
Additional context
We ar aware, that the current workaround is to link the file in the text editor, but with this integration it could be made much easier to set up a reference.
