Description

Current behavior
Currently the progress bar during voting is only visible for users with the permissions the see participants and manage the list of speakers. This is not practical since the moderators of a meeting usually need to see the progress bar but in many cases should not have any further administrative rights to avoid mishaps.

Wanted behavior
A new permission is needed that allows a group to see the progress bar and that is not dependend on any other permissions. With this permission the group can see the progress bar everywhere it is displayed: the autopilot, motion detail view, polldetail view, election, agenda item etc as long as the user is allowed to see these modules.
