Description
As discussed in the dev-meeting several pages should get a breadcrumb navigation bar.
Several lists and their elements should get the bradcrumb navigation bar:
- motion-list
- agenda
- election
- participants
- settings
the file-list has to (visually) be aligned with the new feature
The arrow behaviour back behaviour should be:
a click on the arrow should navigate you one step higher in the hierarchy
