[ReAct] Action repetition on deadlock

Description
If there's a deadlock exception, the entire action should be repeated in a new transaction.
This should happen on the ActionHandler level.
For that purpose the action_data should be deep copied to ensure edits done by the previous attempt is not erroneously carried over.
