Description

If there's a deadlock exception, the entire action should be repeated in a new transaction.
This should happen on the ActionHandler level.
For that purpose the action_data should be deep copied to ensure edits done by the previous attempt is not erroneously carried over.

Research direction

Start by locating the ActionHandler entry point and its existing transaction and deadlock handling. Trace how action_data is passed into an action, then verify that a deadlock retry starts a new transaction with an independent deep copy and that edits from the failed attempt do not persist.
