Often, when starting a new project via the CommonsExtension, OpenRefine will warn about memory issues in big red angry words.
The project is usually not that large, though.

Research direction
Start by reproducing the memory warning when creating a project through CommonsExtension with a project that is not large. Trace the project-loading path to determine why the warning appears, then verify that ordinary-sized projects no longer produce the incorrect warning; the issue names no files or tests to run.
