Describe the issue

I noticed that one of my elevators to an overhead path had stopped running after being set to 'Wait For Full Load." When I checked in on it, the lower queue line was absolutely packed, with more guests entering, while the upper one was relatively empty. Looking at the numbers, the lower one registered no guests as being in the queue, and the upper one had over 600 somehow.
The entrances and queue lines for both stations are perfectly lined up, just about 260ft of elevation between them and the path start facing a different direction.

Steps to reproduce
  1. Play normally
  2. Place entrances directly above one each other on elevators
  3. Wait, I suppose.

Of note is that this is one of three elevators built exactly the same, with the same overlapping path of the same length, and the other two are not (yet) exhibiting the issue.
