Describe the issue
Spawning a specific coaster creates some extremely odd behavior. The ride acts like it's falling through the track, and it won't dispatch from the station, except sometimes it will.
Steps to reproduce
I opened the coaster on this save and it happened. It seems oddly timing dependent. For a period of ~5-10 minutes, the coaster will spawn like that, then it will spawn the coaster just fine for about 3-4 minutes.

Research direction
Start by loading the attached Weird Glitch.zip in OpenRCT2 v0.4.11-141-gce626b6 on Windows 10 and reproduce the timing-dependent coaster behavior shown in the video.
