Describe the issue

When a coaster is set to powered launch block brake mode and you then build another block brake, the game changes the mode automatically to continuous circuit block brake mode.

Steps to reproduce

Build a looping coaster for example in powered launch block brake mode with block sections
open ride
Close ride and add a block brake somewhere
Operating mode changes to continuous circuit mode
