Area(s) with this issue?

This issue has to do with park objects and/or asset packs

Describe the issue

When trying to build premade attractions, I often receive a message that "Design Includes Scenery Which Is Unavailable" or "Vehicle Design Unavailable - Ride Performance May Be Affected," specifically on Forest Frontiers. These assets are available in RollerCoaster Tycoon Classic, so I'm not sure why they would be unavailable here. If it's a progression/level setting, would it be possible to have the option to enable all scenery items?

Steps to reproduce
  1. Attempt to build premade attraction.

Research direction

Start by reproducing the premade-attraction warning on Forest Frontiers using OpenRCT2 v0.4.6, then inspect the park objects and asset-pack behavior described in the issue. Done means determining why the RollerCoaster Tycoon Classic scenery is unavailable and correcting the behavior or documenting the progression setting needed to enable it.
