Describe the issue
When using the mouse to move the view around the park, the movement is smooth, but when using the keyboard arrow keys to move the view, it is still limited to 40 FPS.
Steps to reproduce
Open a park, and use the right mouse button to move around the park. Compare movement with "Uncap FPS" checked and unchecked. When it is checked, the movement is smoother. Repeat this using the keyboard arrow keys. The movement will be at 40 FPS even if "Uncap FPS is checked" and looks less smooth than using the mouse.
This was tested using both a 60 Hz monitor and a 360 Hz monitor.

Research direction
Start by reproducing the comparison between mouse panning and keyboard-arrow movement with “Uncap FPS” enabled and disabled, as described in the issue. The payload names no source file, test, or entry point; done means keyboard panning matches the smoother uncapped movement.
