Describe the issue

Raising the surface all the way to the top, then placing scenery on it, will result in the clearance height of the placed scenery to overflow, which results in some visual glitches and the inability to remove them by right-clicking.

Steps to reproduce
  1. Raise land to the max
  2. Place some small scenery
  3. Try right-clicking the scenery (this only works at the base)
  4. Move view around, you'll notice the scenery flickering
