Research direction
Reproduce the Windows pip installation and inspect the installed Lib\site-packages\ctranslate2 contents, focusing on the missing cudnn_ops_infer64_8.dll. Done means a clean ctranslate2 installation includes the required DLL and the reported import or inference failure no longer occurs.
