Currently ref values for scaling things like states and controls are hardcoded or set in differing and esoteric ways.
We should standardize this process. With the advent of PhaseBuilders we might be able to do it intelligently, even.
Something like initial_guesses that already exists in phase_info but called ref_values (name TBD).
