Description
Instead of having to "Stop" then "Start" again or "Stop" then "Debug" it'd be nice to have a "Restart" or "Restart in Debug" operation/option on the dashboard at least.
What about going from Debug to Start mode? Maybe for symmetry a "Restart in Start" ? That sounds weird. Is that just what "Restart" would do (instead of restarting in debug mode again). Some design work needed.

Research direction
No files or tests are named. Start by tracing the dashboard's Stop, Start, and Debug operations, then clarify the intended behavior for restarting in each mode. Done means the restart semantics and dashboard operation are agreed and implemented consistently.
