Description
With no Liberty projects detected in the workspace, the Liberty DB is just completely blank/empty.
It might be nice to say: "No projects detected. Import Maven/Gradle projects or Configure -> Enable Liberty to existing project". The latter would be especially helpful if the user thought they had a Liberty proj. already.

Research direction
Start by locating the dashboard view that renders when no Liberty projects are detected. Add an explanatory empty-state message covering project import and Configure → Enable Liberty, then verify that both suggested paths are clear in the empty dashboard.
