Description

Like https://github.com/OpenLiberty/liberty-tools-vscode/issues/156 and https://github.com/OpenLiberty/liberty-tools-intellij/issues/113, consider "an action to configure the Liberty Maven Plugin or Liberty Gradle Plugin for users if it is not already in their build file".
