Description

Improve the release process for Open Liberty images to better align with the release of Open Liberty runtime.

One suggestion is to have the UBI images pre-built with the GM driver in artifactory, and then push to Docker Hub from there - given that many times Whitewater Travis fails for various reasons.

The ubuntu images have to follow the Docker Hub release process and are gated by the Docker team. It'll be good to improve the process around that as well, as possible, to expedite the release.
