Description
Background
After Nakama was implemented, chat had a minor rework, that created three types of chatting: global, party, and local. Currently, chat remains unfinished and little thought through.
Proposal
Properly define how chat and voicechat should work, especially considering how bridging between server should work, or be supported.

Research direction
No files, tests, or entry points are named in the issue. Start by reviewing the existing global, party, and local chat implementation and the Nakama integration, then clarify the server-bridging requirements for chat and voicechat. Done means an agreed design for chat types, voicechat behavior, and cross-server support.
