Description

We want three branches to simulate errors:

1- for simulating errors on building swe bench images
2- for simulating errors on run-infer on swebench
3- for simulating errors on eval-infer on swebench

all three branches should have a PR with prefix title DO_NOT_MERGE_FOR_TESTING_ONLY
