Research direction
Start by running TestOFECommandPlugin.test_plugin_setup from openfecli.tests.test_plugins repeatedly to reproduce the intermittent failure. Trace how the plugin is initialized before the test accesses self.plugin. Done means the test reliably initializes the plugin and no longer raises the reported AttributeError.
