Description
As a "good practice" thing, and to ensure we don't have to rely on flaky git logging we should add an AUTHORS file that:
- Has a list of historical AUTHORS
- Points to codes that we have vendored & their respective authors (e.g. Perses)

Research direction
Start by reviewing the repository history for historical authors and checking the vendored code references, including Perses. Add an AUTHORS file listing those contributors and vendored projects with their authors; done means both requested lists are present and the file is committed at the repository root.
