Description
We temporarily disabled the ability to create a sandbox from a sandbox, just to keep life a bit simpler while testing.
We should relax that constraint and allow a sandbox to be created from (and merged into!) another sandbox.
Are there any gotchas here? Version history should Just Work properly with it, so compatible sandboxes from different parents should be mergable.

Research direction
No files or tests are named. Start by locating the sandbox creation and merge/version-history entry points, then compare the current restriction with the parent and child compatibility rules. Done means a sandbox can be created from and merged into another sandbox without breaking version history, including compatible sandboxes from different parents.
