sandbox: improved Merge interface ?

Description
When merging sandboxes in the app, you have to go to the sandbox list, then find your sandbox in the list, then hit the little Merge icon.
Merging should be more prominent really. How about the Sandboxes list includes a Merge button, next to create.
- If you're inside a sandbox, by default it'll merge the current sandbox into main (you can change both from a picklist)
- If you're on main, by default the target will be main, but the source needs to be picked from a drop down
- If there are no sandboxes its greyed out
This feels a little easier and more intuitive.
Although it might be intuitive to have a Merge button inside the Workflow view somewhere, like on that top bar, I really don't want to. Because you merge a Project, not a Workflow. So it would actually be weird and wrong to have a button there.
