Description
Describe the bug
When loading the project workflows page, for a split second the unformatted date time for the work orders is displayed before the formatted date appears.
Version number
v2.14.0
I have reproduced this locally on main:
- Yes
- No
To Reproduce
- Go to Workflows
Expected behavior
The page shouldn't jump/flash at all. The timestamps should only appear once the JS is loaded and local times/relatives are calculated

Research direction
Start at the Workflows page and inspect how work-order timestamps are rendered before and after JavaScript loads. Reproduce the initial flash locally, then verify that only the formatted local or relative timestamps appear and the page no longer jumps during loading.
