Adding "loading" indicator to Monaco instances

Description
Right now large inputs and dataclips can take 30-40s to load and it looks as though the input is blank (empty monaco editor) before the JSON arrives.
Let's add a loading indicator so the user knows that the input dataclip isn't actually blank, but that it's taking a long time to show up.
This single loading indicator should be used across all instances of monaco while they're waiting for their content.
