Description

Is your feature request related to a problem? Please describe.

It was requested that Lightning should be able to rate limit webhook requests.

Tell us about your idea - describe the solution you'd like.

It was also requested that this should be extensible/overridable so it is to be implemented with dependency injection.

Additional context

Rate limiters can work on a per second basis or on leaky/token bucket way. It was decided to implement one apply the latter approach.

Research direction

Start by locating the /i endpoint and the code path that handles webhook requests. Determine how dependency injection is currently used there and define completion as an overridable rate limiter using the requested leaky- or token-bucket approach, with behavior covered by tests.
