Allow OSS users to report lost runs to the core team

Description
We currently don't have a way to get reports from OSS users when they have a lost run. I imagine a report icon beside the status and on the run detail page. When users click the report icon/button, we open a dialog that lets them report the status with an optional message. The report is sent to an email and potentially to community.openfn.org.
