Description
We want GitHub -> OpenFn Sync to be initiated ONLY when the files linked to an OpenFn project are edited. This is because some users use a repo for multiple projects or applications (e.g. having OpenMRS, Custom App, and OpenFn project), and making a simple change to the readme would automatically trigger a sync, and that could potentially overwrite the project on the app.

Research direction
The issue names no files, tests, or entry points. Start by tracing the GitHub-to-OpenFn Sync flow and how linked project files are identified. Done means edits to files outside the linked OpenFn project no longer trigger synchronization, while edits to linked files still do.
