Description
The current behavior of the inspector is that we store the active tabs of a recently closed inspector so that the next time the user opens the inspector, the tabs should remain active. For the input panel, we want the input tab to be active by default at all times when the inspector is opened.
Users should only open the AI Assistant tab when they need to.

Research direction
Start by locating the inspector logic that restores active tabs from a recently closed view and the input panel's default tab selection. Verify that opening the inspector always activates the input tab instead of restoring the AI Assistant tab, while other recently active tabs retain their intended behavior.
