Description
Sometimes 2 simultaneous editors can work on a workflow without presence blocking one of them. This is probably due to latency.
To replicate, 2 editors should open one workflow and the blocked user should refresh 4/5 times and they will be unblocked.

Research direction
Start by reproducing the workflow scenario with two simultaneous editors and repeated refreshes of the blocked user, as described in the issue. The issue names no files or tests; done means presence blocking remains reliable despite latency and refreshing, so only one editor can work on the workflow at a time.
