Description
User story
Some recent changes set the listen address for Lightning to 0.0.0.0 when in dev mode.
This should be configurable.

Criteria
At the very least, LISTEN_ADDRESS should work on dev and prod modes.
It should default to 127.0.0.1 in dev mode (just like it currently does in prod); and in docker the container env should set it to 0.0.0.0.
