Description

When the engine preloads credentials for a workflow, if the same credential is used on multiple steps, it'll be requested multiple times.

We should be smarter about this and only send a single fetch:credential event per credential

Research direction

Start by tracing the engine's credential preload flow and the fetch:credential event mentioned in the issue. Confirm how repeated credential use across workflow steps is represented, then verify that each credential produces only one request while all affected steps still receive the credential.
