Description
Locally I've just seen what looks like an infinite loop when the run channel times out
To repro, set the timeout in channels/run.ts (on join) to 1 and start a run. It should timeout. Then it looks like the timeout hook just keeps getting called forever? And potentially keeping the thread alive

Research direction
Start in channels/run.ts at the join timeout configured for the run channel, then trace the timeout hook and how it is scheduled or invoked. Reproduce with the timeout set to 1 and start a run. Done means the run times out once without repeatedly calling the timeout hook or keeping the thread alive.
