Description
Just a thought
We 'd have to be able to do this cheaply - right now its a bit expensive and duplicated to calculate the size of the payload. We need to do this with some kind of smart streaming (which we need to look at anyway)

Research direction
No files, tests, or entry points are named. Start by locating the worker log-event handling and the existing payload-size calculations, then assess the proposed streaming approach and whether a size limit is required. Done means log events expose payload size cheaply and any agreed limit is clearly specified and tested.
