CLI: log output is generally too noisy

Description
When running commands in the CLI, with default logging, most steps are too noisy.
Eg compilation needs to be downgraded to info (and maybe the info compilation needs to be debug)
This is true for the docs command too - there's just too much CLI stuff by default.
