Description

I need to understand what special character support means in the runtime, cli and worker.

Javascripts natively supports UTF16 strings so any thing UTF 16 should be OK.

There are places where we convert lightning labels to runtime ids. I need toensure that emojis and anything outside UTF16 is supported.

I also need to check the CLI - if users try to put funny characters in file names or workflow.yaml, what happens?

Basically we just need a really tight slugify/encoding function on all the input points. I think we do this but I need to verify
