Description

To use parseCSV with OpenFn.org (not just devtools/the open source stuff) we should provide the option to pass a url as the data source for parseCSV(source, options). They could then stream a file from an FTP site, parse it to JSON, and use it in subsequent jobs/flows.

EDIT: After discussion. This can be a replication of [getCSV](https://github.com/OpenFn/language-sftp#sample-getcsv-expression) from language-sftp
