Description
When setting a class level path annotation, the jax-rs2 contract tries to set the base path as the target, which throws an exception because the path segment isn't an HTTP url. I'm not sure why the root path annotation is trying to set the target field since it's a path-prefix, not a target.

Research direction
Start by locating the JAX-RS 2 contract handling for class-level @Path annotations and reproduce the exception described in the issue. Trace why the path prefix is assigned as an HTTP target, then verify that class-level paths remain prefixes and no longer trigger the exception.
